The Macedonian American Council, the Macedonia Relief Fund, 
the Macedonian American Association, the Macedonian American Friendship Association, 
and the Macedonian Diaspora, as well as representatives of other organizations and 
associations active in this area and beyond, held a plenary meeting before more than 
500 Macedonians guests and dignitaries.
During the fruitful meeting, reports were presented about the current events in Macedonia, 
and a plan for the trip to Washington, DC on August 9, 2001 for “The March on Washington 
for Peace in Macedonia” that will include Macedonian participants from the North American 
Continent was analyzed in details. Many other reports and commentaries were analyzed, and
discussions were heard by many attendants at this meeting.  Several of the delegation members 
informed about preparations for the meeting   with the US Deputy Secretary of State that will 
take place simultaneously with the peaceful protest in front of the White
House.
At the end of the plenary meeting, a separate meeting was held with participation of delegates 
and guests from different areas of Michigan and other parts of United States.
From the plenary session, the following Resolution was adapted and sent to all relevant factors 
for the peace in the Balkans:
RESOLUTION
Today, August 3rd, 2001 in the Macedonian Cultural Center in Sterling
Heights, Michigan, USA, through the plenary meeting with participation of many organizations and 
church communities of Macedonians living in North America, the following RESOLUTION was adapted:
R E S O L U T I O N
Witnessing the current events in our fatherland and country of origin Macedonia 
Witnessing that, despite the goodwill of the Macedonian Government and the Macedonians for the 
return of mutual confidence and coexistence, the Albanian paramilitary formations and terrorist 
gangs are performing the most brutal ethnic cleansing and genocide over the Macedonians and 
other non-Albanian population as well as
Expressing disappointment by the extremely non-coordinated and non-decisive command of the 
armed forces of Macedonia,
We call upon NATO-KFOR, USA and the EU to observe the Mandate embodied in the Resolution 1244 
whereby they are called upon to provide for a full disarmament of the KLA terrorists and a 
destruction of their weaponry and the complete sealing of the border between Yugoslavia, 
including Kosovo and Macedonia.
We demand that the Macedonian Government declares an immediate and an unconditional Moratorium 
on the “negotiations” which are imposed upon the Macedonians by means of arms and blackmail by 
“KLA”, “NLA”, the NATO and EU respectively.
We call upon Albanian paramilitary formations to immediately and unconditionally stop the siege 
of the Macedonian villages and communities, to stop the terror on the Macedonians of the entire 
territory of Macedonia, to remove previously placed land mines, to pull out of the territory of 
Macedonia, and to immigrate to Kosovo, or surrender their weapons to the nearest police station 
or NATO base,
We call upon the Macedonian Albanians on their own to resolve the issue with Albanian paramilitary
 formations and kachak gangs if they do not want to face an exodus in the same way in which the 
Albanian paramilitary formations and terrorists so called NLA (UCK) does to the Macedonian and 
other non-Albanian population.
We call upon VMRO-DPMNE (IMRO-DPMNU) and SDSM (UDSM) and the other political parties in order to 
save the nation and the country, to reject daily political intrigues, and to jointly announce 
that the negotiations with DPA and PDP are over and will not continue until, with coordinated 
and decisive action of the armed forces of Macedonia, the constitutional system, as well as Law 
and Order, is not restored on the entire territory of Macedonia.
We call upon the President Boris Trajkovski and the Facilitators, Mr. Perdue and Mr. Leotard, 
not to forget that the Macedonian Diaspora out-numbers and is a more important factor for 
Macedonia than the Albanian minority,
Not to forget that the Albanian minority that, through its negotiators, imposes conditions to 
the negotiating team, uses pressure by armed terrorist, and paramilitary formations but 
forgetting
That the Macedonian Diaspora, who as a participant of the Referendum for Independence, made 
this Macedonian State legitimate,
That ever since the Referendum for Independence, the guaranteed constitutional right to vote 
was flagrantly denied to the Macedonian Diaspora therefore being unable to elect its own 
negotiators
That the Macedonian Diaspora is not at the negotiating table in this most important historic 
moment for Macedonia’s destiny,
That thousands upon thousands of Macedonian families in the Diaspora legally own land, real 
estate, houses in the territories, which are forcefully being occupied by the terrorists and 
that it will take international legal action to take and safeguard legal property whatever it 
takes.  Even if it means launching legal action against NLA terrorist leaders, members of 
 
Macedonian Government and the so-called International Mediators who presume that they can 
negotiate with our ancestral heritage.
That the Macedonian Diaspora does not support the development of the negotiations
That the Macedonian Diaspora sharply protests and is asking that its stance and interest be 
part of the negotiating process and that without its direct participation will not accept any 
agreement or deal not in the interest of Macedonia and its people.
That it supports the Macedonian negotiating team only if the team represents the interests and 
the position of the Macedonian Diaspora.
The Macedonian Diaspora is sharply opposed to any changes to the Constitution of the Republic 
of Macedonia, and if such changes are to be made, that must be done according to the 
Constitutional Procedure with the following in view:
•       It is necessary that only one official State language exists, the language of the 
majority, of the native population, that has to be the only language in the regular classes 
of the official education;
•       All citizens must be equal in front of the law, regardless of the ethnic origin;
•       The native Macedonian people should respect the rights of every citizen of non-Macedonian 
ethnic origin to enjoy his cultural, lingual and religious particularities, and in return, 
the participants of the ethnic minorities to respect and accept the Macedonian National identity 
as theirs;
•       The participation in the political processes, legislative and executive bodies of the 
State must be conditioned with loyalty to the State and respect of its National identity and 
sovereignty;
•       Employment in the State and government jobs is to depend of the capability of the 
candidate, and not of the ethnic background;
•       Racial discrimination should be prevented or punished trough adequate State institutions;
•       Those who knowingly violate the integrity and the security of the State, should be 
prosecuted, imprisoned, or deported out of the country, and not to be commended with amnesty, 
ministry positions, or positions in the police or the army;
•       To obtain a citizenship certain conditions have to be met, for protection of the 
national integrity of the country, and all those who are in the country illegally should be 
deported or imprisoned.
 
Only like this one should put an end to those who are dedicated to destruction of the 
Macedonian people and all other who do not think the same, with goal to fulfill the fascistic 
dream for an ethnically clean Greater Albania.
The experiments that some Western and Macedonian politicians want to implement today in 
Macedonia, not only are against the basic democratic principles and universal rights and 
freedoms, but were already unsuccessfully attempted in Kosovo and Bosnia, with deadly and 
long-reaching consequences.
