New
Paramilitary Army is Ready in Macedonia!
The
Prime Minister was seriously warned about grave security implications of
unhindered activities and organization of various paramilitary groups set up by
the former "KLA", currently the Kosovo Protection Corps, which is also
active in
Macedonia. However, the Prime minister's hands are obviously tied by certain
secret obligations to Arben Xhaferi, a distinguished Kosovo official because of
which he is blocking the work of Macedonian state institutions in charge of the
security of the country

Prime
Minister Ljupco Georgievski, together with Arben Xhaferi announced that
inter-ethnic relations in Macedonia are "relaxed" thanks to their
"policy".
Start has again found out from its sources in the Macedonian government what
that "relaxation" implies. The Prime Minister is obviously not paying
attention
to reports, and assessments of even his most trusted collaborators. On the
contrary, he is completely neglecting the serious character of the security
situation in the country, because of his obligations to Arben Xhaferi and
pan-Albanian cause, whose realization has already started on the Macedonian
territory.
Nikola Kosteski, a former captain of the Yugoslav people's Army, the owner of
the publishing company "Gjurgja" and co-owner of the VMRO company
"Goce Delcev" has been promoted into a colonel of the Macedonian Army
an even appointed for the advisor to the Ministry of Defense. Kosteski has
recently sent to his boss Georgievski a very serious report. In that report, the
Prime Minister, if he wanted to, could have read numerous indications about the
security situation in the country obtained by the Security and Intelligence
Service of the Macedonian Army.
Agents of this service within the Defense Ministry report that the preparations
for armed actions by the Kosovo Protection Crops in the region of Presevo,
Medvedja, and Bujanovac are under way. The goal of these armed actions is to if
possible include villages (and supporters) in the foothills of the Skopje Crna
Gora [black mountain], near the border with the FRY, Lojane, Baksince, and
Belanovce. These villages, according to the strategists of the "Kosovo-state",
should become a part of that state.
The preparation of the terrain for "thermal" treatment has been done
by the
Kosovo intelligence service SHIK, which is also active in north-western
Macedonia. Start has already on several occasions written that the task of that
service is to locate and recruit radicals among Albanians in Macedonia, and
prepare logistic support centers. Therefore, the most recent report by the
agents concludes that in Macedonia there are already secret cashes of weapons,
ammunition, food and first aid material. On this occasion Kosteski reminded his
boss Georgievski that his service had "located secret cashes in the
villages of
Lojane, Crn Vrv, and nearby villages Vejce, Vesala and Bozovce," all of
them on
the Sar Mountain, recently renamed by Albanians as "sunny slope". This
is
probably the source of the resistance of the political elite of PDPA-NDP and PDP
[ethnic Albanian political parties in Macedonia] to the idea of converting the
Sar Mountain into a national
park. They obviously prefer that the mountain
become a storage depot for weapons and soldiers of the "KLA" until
they realize
their idea of a pan-Albanian state.
Colonel Kosteski informed his Prime Minister that his service had information
that similar intensified preparations are under way in the region of Struga. The
Macedonian government was informed that the service had confirmed reports about
the founding of "The Albanian National Army" (AKSH) with only one goal
- "the
liberation of Albanian territories under Slav domination". AKSH was founded
by
the former members of the "KLA", both citizens of Macedonia,
or those who are temporarily in our state. Among them, notes Kosteski,
are also former members of the Macedonian Army, such as Abdul Shasivari and Gola
Shala, both of them with the rank of captain.
This report to the Prime Minister and other recipients, emphasizes that the
activities in connection with the founding of the so-called "AKSH" on
our
territory also include crisis headquarters. The most active ones of these are
the ones in the villages of Vaksince, Bogovinje, Sipkovica, Zajac, and Srbica.
They realize their tasks through "escorts" and "couriers",
respectively, who
enter from Kosovo both legally and illegally into Macedonian territory, and are
in general members of the organization "Homeland Calls" [organization
of ethnic
Albanians living in Western Europe and the USA, used for funneling of financial
and other support to the KLA]. Otherwise this organization is a part of the
so-called "Popular Movement of Kosovo" or LPK, which is in charge of
spreading
propaganda for the establishment of "Greater Albania". Macedonian
agents, states Kosteski, have registered the activities of these organization in
the region of Tetovo, Gostivar, and Kicevo.
Intelligence agents of the Defense Ministry are recommending to Prime Minister
Georgievski as well as to Minister of Defense Nikola Kljusev to pay attention to
the methods used by the Kosovo Protection Corps (TMK), actually the transformed
"KLA", because "these are very similar to the methods used by the
Albanian
army". They are advising the government to pay attention to the persons who
are in continuous contact with the members of the TMK and "KLA",
especially those who are included in the framework of the code-named operations
"MOST"[bridge], "OBLAK"[cloud] and "STRELA"[arrow].
They
are suggesting to our modern
politicians to pay close attention to the fact that "democrats" from
PDPA-NDP
have prepared the same sort of lists as those used currently in Kosovo, for
execution of Macedonians and Albanians who can place obstacles to the
implementation of their "idea". It is certain that neither Georgievski
nor
Tajkovski will be on those lists.
Is Georgievski blind, deaf, or indebted to Xhaferi for some services, since he
does not react in any manner to such warnings? The report filed on May 10, 2000,
regarding the security formations in Macedonia, among other states that a group
of 30 armed individuals, members of "Second Prizren Zone" of the
Kosovo
Protection Crops, on April 1 (at the same time when Macedonian border guards
were kidnapped and exchanged), crossed the Sar mountain and spent 24 hours in
the villages of Bozovce and Vesala (north west from Tetovo). These persons held
secret organizational meetings with the local inhabitants.
This spring, significant recent activities of the "liberators" of
Kosovo and
drug and weapons dealers from Albania were recorded in Struga and nearby
villages. Agents of the Defense Ministry point out in their reports to the Prime
Minister and the Minister of Defense that high officials of the "KLA"
are
constantly in touch with the local leaders of the PDPA-NDP and PDP and are
finishing up preparations for the so-called action "referendum for cultural
autonomy". Recently, Faredin Ademi from the village of Zagaracani hosted
Ylaz
Bekiri, a member of the "KLA" and Kosovo official who had brought
"directives"
for organization and activation at the right time of all persons in the Struga
region that have completed military training in Albania. Lists for the
mobilization of these persons and their concrete tasks on Macedonian territory
have been completed. During May, intensive preparations for mass demonstrations
were carried out in the villages of Kaliste, Lomnica, Gjurgjeviste, Novo Selo,
and Selce Kec, which gravitate towards Tetovo and Gostivar. The pretext for
these demonstrations can be the dispute about education in Albanian language or
the implementation of the referendum about cultural autonomy. Do the warnings of
Mendyh Thaci to his Macedonian partners to be more courageous in reining in
Macedonian nationalism fit in in this? Why did the Minister for Education, Gale
Galev, suddenly come up with a parallel school in Albanian in Bitola and then
the whole Pelagonija region? We shall see whether all of these governmental
"activities" separately or all together are supposed to be a
"justified" reason
for an all-Albanian reaction to their collective endangerment. It is important
that the government knows all this, it is just that the Prime Minister is not
taking this information seriously. Competent organizations are not doing
anything to prevent these activities. On the contrary, it appears that the state
leadership is trying to prevent the security mechanisms of the state and
instead, pretending to be blind and deaf, is allowing that Macedonian territory
be occupied by paramilitary formations from the neighborhood.
To make everything even more tragic, all of this is taking place in front of the
eyes of NATO and KFOR, respectively. Where will Macedonia end up in security
sphere, and what will happen to its territorial integrity and NATO verbal
obligation to guarantee its security, is perhaps best demonstrated by the
information from the commander of a border post in the Kicevo region. He is
informing his superiors that, after a recent exchange of soldiers for a
criminal, members of KFOR and UNMiK have several times brazenly entered
Macedonian territory and arrogantly ridiculed their Macedonian colleagues by
stating that "if they want and whenever they want, they can get
kidnapped". It
is clear that they can do that, since all of us were witnesses how based on
orders from Georgievski and in coordination with Xhaferi, the state prosecutor
staged the abduction and exchange. The aforementioned information lists close
encounters "of third kind" on April 29, May 3, 6, and 7, 2000. Whether
these are
premeditated provocations or simply pranks of "under-employed" KFOR
and UNMiK
members, the Macedonian public hasn't been told why the Defense Ministry has
become nothing but a business center, and Prime Minister anyway cares about
Macedonia less than about last years snow.

At
the yesterday's hearing in the trial against journalist Mirka Velinovska,
accused of publicly slandering the leader of the DPA, Arben Xhaferi, his lawyer
stated that his client hadn't received money from the American corporation
"Brown and Rut", as Velinovska wrote a few months ago in the weekly Start.
The lawyer stated that he would bring to the next hearing the man who actually
received the money from the American corporation and who is the namesake of his
client. Lawyer Arben Gola requested from the Criminal Court Council to allow him
to bring that man as the proof that his client has no connection with the
American company. Velinovska's defense counsel and the president of the Criminal
Court Council agreed with the request.
Velinovska,
while she worked for the weekly Start,
in several articles accused the leader of the DPA of taking DM1 million from the
American corporation "Brown and Rut" via the Albanian "Alfa
Credit Bank" as a fee for his "destruction of Macedonia". Xhaferi
denied that he had any connection with foreigners. On the other hand the company
"Brown and Rut" claimed that it had cooperated with certain Arben
Xhaferi, a businessman from Albania, who was during the Kosovo crisis recruited
to work for the needs of that company.
Mirka
Velinovska, as the defendant, and Arben Xhaferi, as a plaintiff, were questioned
during the yesterday's hearing.
Velinovska
presented to the Criminal Court documents demonstrating that a transfer of funds
had taken place. According to the documents, the company "Brown and
Root" via the Albanian "Alfa Credit Bank" transferred DM1,050,378
to Arben Xhaferi. The defendant presented documents indicating that in Tirana
there is only one Arben Xhaferi, rather than four, as the other side had
claimed. According to the defendant, the Albanian Xhaferi had no connection with
the transaction.
The
plaintiff, Xhaferi, stated that he never took that money from anyone and that he
did not even know that the company "Brown and Rut" existed until he
read Velinovska's article in Start.
Velinovska's
defense counsel, lawyer Jovan Trpenovski, announced that he would sue the
president of the DPA for slander as Xhaferi had told him that he had asked
stupid questions.
The
president of the Criminal Court Council adjourned the trial to allow Xhaferi's
lawyer to find and bring to the court the person who cooperated with the
American company.

"DZAFERI
IS PAID FOR THE DESTRUCTION
OF
MACEDONIA,"

By
the end of last December, at one of the private bank accounts of Arben Dzaferi
that is opened in "ALFA Credit Bank" in Tirana, a sum of 1,050,378
German marks was deposited.
The
amount of money was deposited by the U.S. Company "Brown and Root"
(Brown and Root Services), a corporation located in Houston – the United
States and with its presentation office in Kumanovo on "Industriska"
St b.b.
The
sum is quite large although we have been used to hearing about larger sums in a
similar "commission context." The Company that provided Professor
Dzaferi with this fee is a governmental company that is closely related to the
Pentagon. It regularly appears wherever there are U.S. soldiers, because its
activity is apparently the military logistic.
The
question is what kind of services is the last Balkan phenomenon Arben doing for
the U.S. soldiers that are so highly appreciated by the U.S. state? Is he
perhaps washing the underwear of the NATO troops? Is he perhaps repairing and
cleaning their heavy soldiers' boots? Or, is he perhaps emptying the cisterns of
feces in some of the lakes and rivers in Macedonia? Is he, as "capo di
tutti capi," taking care of their sexual life or is he provide the trucks
of "Brown and Root" with the necessary permits for their unobstructed
crossing of the Yugoslav-Macedonian border?
This
money may be earned for the services of logistical or counter-intelligence
character during the NATO war with FR Yugoslavia. No matter what – the money
is big. Even bigger is the dilemma how many other secret bank accounts does
Dzaferi possess? Or, how many other such payments in cash he receives directly
from his partners and what is the ultimate goal? Nobody has searched his house,
as it was the case with his companion Hashim Tatci, whose brother was hiding
"a trivial" $ half a million under his mattress.
Unless
the gentleman "phenomenon" and his U.S. friends from the pentagon or
the State department do not explain to us the nature and the quality of the
services that Dzaferi is doing for them, Skopje START will just number some
elements, facts, and knowledge on whose base it will publicly offer theses for
analyses. This is indispensable if we want to prevent the mentioned Arben, in
participation with his partner Dosta and their companion Mark Dickinson in their
intention to impose a collective complex on all of us that we are KOSovars (KOS
– former Yugoslav Counter-Intelligence Service). This is also necessary in
order to prevent them from killing us off from this position, as it was the fate
of those unfortunate young policemen in Aracinovo.
Money
and Influence (subhead)
Let
us first of all take as an element for thesis Mr. Arben himself. He is unusually
strong and his insolence comes to the expression every following day. He imposed
himself with his radicalism and national chauvinism, which he successfully sells
as a democratic achievement from the time he was poisoning his followers with
the "Macedonian chauvinistic gas." (The author refers to the event
that took place about three years ago in Tetovo and its surroundings, when there
was a mass poisoning of secondary school students from an unknown gas. The event
remained unclear even after the expertise performed in a few European countries.
Similar events had occurred in Kosovo about 15 years ago).
The
sweet rhetoric of an extremely insolent Kosovo Marxist and Leninist hides a
Mafia nature that is day and night dreaming of how to destroy the Macedonian
state – the only piece of land on which the Macedonian nation had a chance to
accomplish its statehood. Presently, there is not an influential politician in
Macedonia that is pulling the strings, that is imposing a timing, and that is
pulling behind on a short string the political ignoramuses and amateurs Cile and
Ljubco. However, including some comical characters of the type of Meto
Jovanovski (president of the Helsinki Committee for Human Rights in Macedonia),
compromised and waster "intellectuals" and "reporters" who
are making his democratic logistic.
Just
recall how amazed we were when highly arrogantly and without any scruples,
Dzaferi and his amnestied criminals completed the presidential forgery in the
autumn presidential elections in front of the eyes of the Macedonian public
audience and the monitoring missions. Considering the fact – who is he paid by
– he evidently did this with the blessing and knowledge of his Euro-American
partners. They asked the people in a synchronized way to accept the
"result" and forget who was the result set-up by.
In
any way, the "element" Dzaferi, over several million German marks
heavy, is still dictating the timing in the Macedonian political life. He
insolently informed that Macedonia was his hostage, which is indebted to him,
because by demonstrating force as his first front line, he sent a clear message
to the Macedonians that the peace and stability of the country depend on his
will. Here is the response of Menduh Taci, another phenomenon from the ranks of
the PDP-PDPA, to the Macedonian argument that a clash between the Macedonians
and the Albanians has not been noted in their tradition. He said that the thesis
on co-existence was historically untrue because so far the Albanians had never
had arms. Now they have. The arms are stored on Macedonian territory, in Kosovo,
and in Albania. Now the Albanians are strong. They have money, they have arms,
and they have powerful sponsors.
One
of them, a diplomat in one of the missions in Macedonia, "who insisted on
anonymity," as Skopje A1 Television presented him, in his commentary on the
situation in Macedonia, anonymously and yet distastefully loudly, just after the
slaughtering of policemen in Aracinovo, recommended to us to listen to the will
of Arben if we wish to remain integral. He recommended to us to meet his wishes
for university education if we do not want Kosovo to happen to us.
Another
diplomat, who did not care about anonymity, who has a name and a surname –
Ivan Bushniak, ambassador of the Czech Republic in FR Yugoslavia, also covering
Macedonia – stated in Brno on 14 December 1999 as follows: "The situation
in Macedonia during the NATO campaign was such that the Macedonians allowed
everything to everybody." In addition, he said that the "Albanians
have leaders intellectuals as is Arben Dzaferi, who are on the level of
professors from Sorbona." He followed by saying that "...in the last
elections, one Albanian voted for 15 people," as well as that "the
survival of the FRY, even without Kosovo, is of greater importance for the
international community,
which is not the case with Macedonia that will most probably be divided. As a
matter of fact, it
is a question whether Macedonia really exists today."
Why
would an ambassador of a European country in his lecture dare make the existence
of the Macedonian State problematic? It seems because even he understands better
the modern diplomatic language than Ljubco Georgievski, who obviously does not
even understand well the old Macedonian language. It is the same language in
which he, or somebody else for him, can interpret the data in the mass media
with elements of the same general message every day.
Is
it not true that nobody in this Government was really worried about the fact
that NATO, particularly the Americans, insist that Macedonia
needs not its own small, professional, and equipped Army by the NATO standards?
Is it not true that the Americans insist that the Macedonian Army should only
consist of a small infantry corpus, without heavy arms, explaining this
with the fact that we are a country with
a population of two millions.
They neglect the fact that Slovenia is equal to us in territory and population
and yet it
has a full army with all army ranks.
Is this not an explanation for its own fear that the Army might use the heavy
arms against the Albanians? Skopje START has openly wondered many times why the
Macedonian Army would use arms against the Albanians. Does this mean that the
Albanians will do something outside the frameworks of the Constitution and laws?
Will they act as a "bare-handed nation" that had decided to cut-off
the territory and thus force the Macedonian Army to react?
As
a matter of fact, the sophisticated intelligence services of NATO and of all the
other important countries that are deployed on Macedonian soil in different
missions have an enormous number of valid pieces of information. So, they know
better than our crippled security or we structures about everything that is
necessary for the plans of their protegees.
All the more so, because their intention is to control military this part
of the Balkans with their help. At the same time, they want to have the protegee
under control on one spot, instead of dispersing them throughout Europe, where
they deal drug and expand their Mafia fingers.
They
know why the "Western Balkans" was created, which Croatia is now
leaving in an express way. They know why the "stabilization" was
inserted in the "association" of Macedonia in the European Union. They
are perfectly well aware of the project, in which they are involved, for
rounding-up all the territories in which Albanians live with an iron Shengen
fence. It is our and not their problem now that, in order to place all the
Albanians in one territory, the Macedonians and Macedonia are sacrificed. It is
our and not their problem that in this territory, which is given to them at the
expense of Macedonia, Serbia, and Montenegro, political Mafia of the Dzaferi
type are defining the camp rules of living. We have been punished twice. We must
not have a state, but we must not even travel outside the country, not even in
asylum or migration, only because of the Albanians who have the same damned
Macedonian passport. Every diplomat that we have discussed with gives the same
informal answer – Macedonians needs visa in order to prevent the influx of
Albanians in European metropolitans. Is this democratic? Is this humane? Is this
western attitude? Is this modern? No, but it is true and it is in the name of
the state interests.
Para-Army
Again (subhead)
The
following is another element for thesis: Only fools outside the Balkans and
ignoramuses like Ljubco and Cile believe, if they really do, that there is no
more KLA in Kosovo. NATO and all the intelligence services are aware of a
different truth. Well-informed sources of Skopje START presented dozens of
evidence to us which show that the KLA is now in the phase of re-grouping itself
in four military zones that cover Greece (northern Epir), Macedonia, Montenegro,
and Sandzak. The logistic and the Main Headquarters are now transferred in
Albania (Peshkopea).
At
the moment, we are particularly interested in Macedonia as a zone anticipated
for an armed action of the "non-existing KLA." According to accessible
information that we publish as elements for theses according to which analyses
should be made, cores of five brigades that are by hundreds have already been
formed on the Macedonian territory. The cores are located in the villages around
Struga that became famous during the presidential elections, as well as in
Debar, Tetovo, Gostivar, and Skopje. One of these brigades (211) has the name
"Ilirida." In these cores, at a certain stage, as the new strategy of
the reconstructed KLA imposes, officers in the Macedonian Army from Albanian
origin will be included, as well as from Kosovo and Albania. The question that
definitely requires an answer (deprived of it, the analysis will be incomplete)
is whether "the West" is aware of these activities. Normally that it
knows about them and that it is observing them. As a matter of fact, is it not a
wonder why a competent or official mouth has so far not sent a declarative
statement that "the West" is resolutely objecting to any activities of
the KLA on Macedonian territory?
At
this stage, a serious reaction to the symptomatic piling-up of arms on the
Greek-Albanian border is missing. Sources of Skopje START dispose of serious
data that recently, on the border region there anti-tank missiles
"Milan" have been deployed, anti-air missiles "Stinger,"
guns "SPG9," hand mortars "9" and "16" and
sophisticated communication means from Czech and French origin. Has NATO become
the victim of plundering Mafia hordes from Albania and Kosovo or somebody is
intentionally selling or giving as a gift arms that the Macedonian legal Army
must not possess?
Let
us go back to the "reconstructed" and "disarmed" KLA. This
structure is now transforming itself into a Kosovo protection corpus under the
monitoring eye of NATO and Kuschner. It has been expressively re-grouped into
six zones – entities – in which it is operating. For Macedonia, it is
interesting that the sixth zone covers parts that are bordering with us, like
Kacanik, Strpce, Vitina, and so on, as well as parts of southern Serbia like
Presevo, Bujanovac, and Medvedza, including parts on Macedonian territory like
Lojane, Vakcince, Straza, and Lipkovo. We have already started to hear about the
activities of the "disarmed" and passive KLA in these zones. The
Albanians from southern Serbia are now asking for an international monitoring.
Sources of Skopje START say "in our zone" a special unit has been
formed and operating by the name "Black Eagles." It is under the
command of a person from the village of Lojane (the editorial house knows his
name) whose "little eagles" address him by the nickname
"Komandanti Kumanova 2."
Kosovo
Intelligence service (subhead)
The
broken-up KLA has already formed a detachment for fast interventions, which is
located in Pristina, which is in front of the nose of NATO and the international
administration. It is under the command of a former officer in the Macedonian
Army (the editorial house knows his name). The Intelligence service in Kosovo is
operating under the direct control of Hashim Taci. This service has its branches
in all the six interesting zones and Kadri Veseli "Luli," a close
associate of Taci, heads it. In the famous sixth zone, which encompasses parts
from Macedonia, Bilal Ceka is heading the intelligence service, a close friend
and associate of Arben Dzaferi.
An
element for thesis that should drive to a serious analysis is the fact that the
KLA and the PDPA, as democratic and pro-western, that is European factors, have
long ago established channels for regular communication with the militant
Islamic Osama Bin Laden. His organization has for some time been involved in a
program for terrorist activities throughout the Balkans, while their targets
should be the U.S. interests in some future time. In Bin Laden's camps the so
far "peace-loving" KLA is training its personnel with sophisticated
arms for, God save us, the struggle for the accomplishment of the all-Albanian
human and democratic rights. We should be most concerned by the fact that some
groups of Bil Laden, composed of some strong fists tested in Kosovo, are now
preparing a big action in Skopje. Their targets are the security structures in
Macedonia. It is believed that Aracinovo and Oslomej, which Dosta and Arben are
trying to input to the exhausted KOS and Milosevic, were just a testing and
preparatory exercise. As we could see, it passed with an excellent mark. We
promptly forgot about the murdered. They are no longer the subject of curiosity
in the mass media.
Macedonia
has really become a village without guardian dogs. It has become everybody's
dowry and various characters are strolling around it. From time to time, we can
hear that this and that person has been released, escaped, and came for a visit.
Some time before the presidential elections, a certain Dzemo Hajdari left the
prison of "Idrizovo," a famous expert for assassination attempts and
terrorist actions. "Mr. Expert" for snipers and explosives paid his
first visit from prison to the British Ambassador Mark Dickinson and the three
inspectors from Scotland Yard, from where he contacted his "Kosovo
sources" via satellite to order a number of snipers and a quantity of
explosives. Why?
We
here come to the point that is sticking out in and around entire Macedonia from
the aspect of its "intelligence" processing and that is related to its
future.
Arben
Dzaferi, together with Dosta Dimovska, has been trying for some time to prove
that the "de-stabilization of Macedonia can be an attempt of intelligence
elements from the old structures that do not want to accept the democratic
processes." Dzaferi believes that "except a war in the mass media, the
old structures can achieve nothing more." If somebody believes Arben to be
crazy, he is wrong. He selected Sofia for preparing new grounds for the
de-classification of any serious attempt for starting the immunology system of
Macedonia. By using the methods of a MacCarthy and the stupidity of Ljubco
Georgievski and Dosta Dimovska, who have developed pathological anti-Macedonian
feelings even before any resistance appears, he announces a prosecution of
KOS-witches. KOS-witches will be all those who dare observe his political and
other engagement critically until it is too late. The wise Dzaferi has
successfully labeled all potential adversaries and practically imposed on them
the complex of Serb-lovers, anti-Albanians, and anti-democrats. The SDSM and the
others spend half of their active time in persuading the public in the contrary,
instead of focusing themselves on the essential events and react with the aim of
preventing what they are preparing for us. The mass media are on Dzaferi's turn
now. He assumes them to be on the front line of criticism regarding his
excursions in diplomacy and in the creation of the Macedonian national policy.
He appears here as the legitimate lobbyist for independent Kosovo and promoter
of "factors of stability of Macedonia" outside its borders.

Finally,
here are the theses for discussion: Can a former Marxist-Leninist, a follower of
the philosophy of Enver Hoxha, transformed into a Great Albanian and a newly
formed member of Mafia, temporary working as an intellectual, as is Arben
Dzaferi in his essence, gulp down the entire Macedonia and continue to act
destructively without any obstructions as a moral and political inquisitor? We
will all have to prove to him our identity only because he is receiving good
money for a kind of services that he is doing in the region, as well as because
the world community "can live without Macedonia" but not without him.
Is
the provocation with the slaughtering of the three policemen in Aracinovo and
the assault on the police station in Oslomej are a test for the autumn project
for causing controlled instability in Macedonia, for which the "structures
of KOS and the media" will be blamed? Namely, NATO, with two missions in
the Balkans, did not end its job with success. NATO has started to be faced with
serious criticisms in its own countries. NATO must soon gain a good point for
its success, particularly in a preventive action that will not cost any money.
Macedonia is a good piece of land for such a test. The figures, or the elements,
have been positioned on the grounds: there is an aggressive and armed minority
that needs a large space for accepting all the Albanian migrants that give the
Europeans a headache; there is a territory in which the authority is retarded;
there is a poorly organized opposition full of complexes; the people is silent
and poorly educated in democracy – pressed by dogmas. Here is NATO with large
authorities and the right to from missions. Why should we not then accomplish
what Ljubco Georgievski has announced a long time ago? In other words –
"we will invite mediators for every problem that we cannot solve." If
he is not sure to give Arben Dzaferi what he is asking through parliamentarian
procedure (he is not sure in the MPs from his own party), then he can deliver
the same on a green table and present it as "an art of compromises" in
modern policy. So, ultimately, Ljubco will also make his dream come true.
"Bulgaria will be the guarantor of Macedonian stability" without the
"Berlin Wall" between us. He will complete the project for making
Bulgarian history beautiful, which had been in great labor, until Georgievski
came in power, with its own black pages and stealing other peoples' histories.
Dzaferi will stop "dreaming days and nights" about a part of the
Macedonian territory, NATO will be applauded for having preventively secured
peace in this territory anticipated as a new European camp that is called
"the Western Balkans." Ultimately, Serbia and Bosnia will not be
there. The Macedonians will have to end-up their history and become a
"Slav-Communist" minority (this is how an Albanian intellectual and
democrat christened us) in the big kingdom of the vital, cunning, and organized
Albanians who, all together and on one spot, will be controlled by the western
countries.
In
the meantime, Dzaferi will be receiving on his secret accounts good money for
unidentified services and we will have KOS labels attached.

KEEPS QUIET IN FRONT
OF
ARGUMENTS,"

START continues to claim that Arben Dzaferi became by DEM 1,050,378 richer at
the end of last year. It claims that the sum has been deposited on one of his
bank accounts in Tirana, in "Alfa
Credit Bank,"
by the U.S. Government Company "Brown
and Root"
from Houston.
Mr.
Dzaferi claims that these are "stupidities and fabricated accusations"
that they are a "product of a hysterical head, fabricated in one of the
cafes" (as a reporter says – if state policy in Macedonia is created in
restaurants as is "Galija," why is Dzaferi discrediting these cult
places as sources of information?). The gentleman at stake also evaluates that
the object of accusation in this case is not he personally, but through him a
"sick
brain is sending the following message: run away from America and Europe"
and explains that it is a nonsense when somebody connects him with America and
Bin Laden."
Dzaferi,
like all the Macedonian politicians who have developed a particular attitude
towards responsibility and argumentation, believes that what has been written
down is not true and therefore he is asking for the smallest evidence to which
he will be ready to respond. In the meantime, at a proper moment, which is in
the spirit of his practice, he will undoubtedly try to send to the sick heads
concrete grenade launching messages – with the aim of keeping them
"silent" in the future. Usually, such messages have effect in
Macedonia: The head, if it is not bereft of its head, hides itself under the
blanket and pretends not to think or see, speak or listen. Surrounded only by
sound heads, Arben from Sorbona can think and work at ease, as one gets easily
confused in a "cacophony" and becomes ridiculous.
Skopje
START wants to warn Mr. Dzaferi that in a civilized state ruled by laws the
usual arguments are: a particular person, at a particular time, on his own
account, more precisely in a bank located in this or that city, in this or that
state, receives from this or that sender a concrete sum of money. As laws imply,
the concrete recipient must reply "why?"
If
for Mr. Dzaferi these are stupidities fabricated in cafes and constructions of a
hysterical head, the least that he can do is to sue this head for heavy offense
as his reputation and human integrity is violated, let us not speak of the
political damage that he is suffering. This is what the people with honor do.
Instead, the gentleman at stake is using the methods of an unsuccessfully
reformed Marxist-Leninist of Kosovo origin and thus believes that it is not
necessary for him to start explaining or denying some presented arguments. On
the contrary, he says that he does not want to engage his own party for such
purposes – in other words, the party has more important things to do. Why, on
Earth, is he referring to his party in this case? Well, the money that we
mentioned was not deposited on his party's, but on his personal bank account.
Perhaps he is agitated that, between two sips of coffee in a cafe, START had
found out about the involvement of his party in the peace-keeping activities of
the KLA in Macedonia under the artistic name of "Karadak?" What is
even more interesting, he is convinced that he had done a big job by directing
the ball to the place that he thinks he should, to the "sick head"
that is attacking America and Europe via his own personality.
On
the other hand, "Brown and Root" in Kumanovo had no comments. We
presented ourselves, as order and culture impose, with a name and surname to an
unidentified worker and said that we were looking for an explanation, a comment,
or information related to our presented arguments. In a poor Macedonian language
that Bulgarians usually use he told us that his bosses in Kumanovo "do not
know anything and will not comment." The gentleman that we addressed did
not want to tell us his name but he kindly and, by the way, informed us that
"what we had written down he saw on Serbian Television three days
ago." He nearly implied that we had broadcast Serbian stupidities and not
the vice versa. We had mentioned that we would have been all accused of being
KOS (former Yugoslav Counter Intelligence Service) agents. The kind worker in
"Brown and Root" instructed us to keep on searching and that if we
discovered anything it would be our own job.
So,
in the style of the "unclear Sphinx," Mr. Arben Dzaferi announced that
he did not have any intentions to deal with stupidities that are produced by a
sick head and that he did not have the time to read them. He does not want to
sue or respond, but he is asking for arguments.
Skopje
START offers him the possibility to see these arguments as material evidence in
court, where one should be held responsible for offenses, or in the weekly, if
this is what he prefers. However, since he does not want this, we hope that
Stavre Dzikov, the Public Prosecutor, will find the time and, being a respected
lawyer who knows what an argument is and whose duty is to read the press, will
call the hysterical and "sick" heads for an interrogation to see if
there are any elements for a criminal charge. If we had been a state ruled by
laws and if our state had been run by responsible politicians who know that the
commitment to law and responsibility means more than a pure phrase, we would not
be outwitting and labeling each other here. On the contrary, we would definitely
clear the case that is scandalous and that implies a lot. This is the way it is
done in America and Europe. This is the least that Dzaferi should know when he
is listening and reading "day and night" about similar events in which
his colleagues are involved, who are faced with arguments by the hysterical
heads of the journalists. However, unlike here, the politicians there do not
even think of defending themselves by insulting the intelligentsia and the power
of thinking by underestimating, labeling, and discrediting the reporters.
Well,
what can we do, we in START hardly expect a Marxist-Leninist nature that has the
code of the Enver Hoxha ideological type to meet the facts, criticisms, and
questions with answers and responsibility. On the contrary, for such
"phenomena" it is quite natural to defend themselves with the
so-called lamb ideological defense – they are always the victims of the plot
of the "intelligence" structures, of old ideological matrixes, of
organized chauvinistic forces, or of sick heads.
Nevertheless,
Arben's defense produced a new fact: It is clear that when he is pressed by
arguments, his intellect of a "professor from Sorbona" is suddenly
reduced to an exam barely passed by a graduate from the "university"
in Mala Recica. This is why Dzaferi "the phenomenon" does not
understand that the "attack" on him is not an attack on America. He
can defend this thesis even less with the absurdity of his triple connection:
the United States-Dzaferi-Bin Laden. If only the gentleman from the PDPA knew
whom else America has assisted in the same way! From time to time, as a
democratic country with a debt to its own public audience, the United States
publishes entire periods of its work and cooperation with various personalities
in the interest of its policy. You can hear from U.S. sources that Bin Laden and
the Talibans in Afghanistan, Sadam Hussein and Ayatollah Homeini, Resa Pahlavi
and Augusto Pinoche, Salli Berisha and Slobodan Milosevic, and Franjo Tudzman,
may he rest in peace, were all concretely supported at a particular time. Then
they were not. When they would finish the job, or when, like Berisha, Hussein,
and Milosevic they would start to fantasy, as Dzaferi is now beginning to show
off, at that stage the "sick" reporters' heads would start receiving
in cafes "nice" information, facts, and arguments written on a piece
of paper. This is how journalism functions throughout the world.
We
do not know why this has not yet become clear to Dzaferi. Perhaps it has and
therefore he is collecting money for his retirement. As regards START, which is
fabricating stupidities, it does not intend to answer to Dzaferi or anybody else
by the methods of inquisition, ideology, or policy. It does not intend to prove
that he is a loyal follower of the United States or the European Union either.
Speaking of him, we do not intend to distance ourselves by using the established
phrase "let us make this straight, we do not mind this or that, but yet we
found out this and that." We will not fail at the old ideological trick of
the neo-Bolshevists and totalitarians like Dosta, Cile, and Dzaferi who say that
we are "an old structure," pro-western or anti-western. This may only
block the free thinking processes and disable us from critical and open
observation of the political trends and events, particularly their political
engagements. There will be a rising number of reporters asking (and finding out
the answer) about the Taiwanese commission for Cile, who said himself that he
would use it for humanitarian purposes; as well as about the technical Taiwanese
assistance that is used for paying Ante Markovic and Vasil Tupurkovski every
month; about his statement that his "partners" were covering his
journeys to the world; about the commission that Ljubco and his friends received
for the sale of OKTA; about forgeries, all kinds of barbarian attitude, and so
on.
If
we had been Arben Dzaferi, Vasil Tupurkovski, or Ljubco Georgievski, Dosta
Dimovska, and their parties' satellites, we would have been more engaged in the
analysis that the time when the reporters will be receiving heavy files with
arguments on their "national" activities is coming. The reason is
because their time is apparently moving to an end. Via the mass media, their
sponsors are beginning to send them important messages that they have served
their duty. As a matter of fact, the same fate has always been shared by the
same kind, starting from the pharaohs and Nabukodonosor up to date.
You
need not read the Bible and look for fortunetellers, sphinxes, or KOS-members to
explain to you what is so obvious.
In
the name of the sound reason and the commitment to look for the truth, Skopje
START will keep on asking for an answer to the question what kind of services
did "Brown and Root" pay for personally to Arben Dzaferi with the sum
of DEM 1.050.378?

ALLEGATIONS
AGAINST DZAFERI,"

The
Skopje Public Prosecution announced yesterday to investigate "Dzaferi's
case" with the purpose of checking the claims of Skopje weekly START that
incriminate DPA leader for taking "big" money from a foreign firm for
pulling down Macedonia. This was decided at the Prosecution expert meeting on
Friday, when it was decided to start checking the presented claims and preparing
an official report. Only after this initial phase has been completed, the
Prosecution will additionally assess whether there are any foundations for
initiating a further procedure.
The
occasion for the mentioned engagement of the Prosecution was the article in
Skopje weekly START, which carried serious allegations in the last two issues.
The allegation is that by the end of last year DEM 1.050,378 were deposited at
Arben Dzaferi's special bank account in Alfa Bank in Tirana. According to the
author of the article, the U.S. Government Company "Brown and Root"
from Houston, which is in close connections with the Pentagon, had deposited the
money. In tackling the reasons for such a "fat donation," the weekly
opened the dilemma whether the money has been earned for some accomplished
services of a logistic or intelligence character during the NATO war with FR
Yugoslavia. Furthermore, in constructing the background of the story, the weekly
relied to well-informed sources that had allegedly presented material evidence
for the re-grouping of the KLA in four military zones, one of which was in
Macedonia.
The
first reaction of Dzaferi to these accusations was that this was "a
nonsense and a fabricated allegation," the "product of a hysterical
head." After the brief meeting with reporters in the Assembly Palace on
Friday, the DPA leader stated that "neither from that, nor from any other
bank account he had received a denar."
He said that the only bank account he had was the one of the Assembly, in
Invest Bank in Skopje. Although Dzaferi had characterized the article in START
as a "pure, dishonest, and criminal offense" and a "conniving
lie," he did not insist on a legal process for proving the opposite. The
argument of the DPA leader is that he is not suing the author of the text
because of the following: "If we had strong courts that would punish those
who are spreading such allegations I would have definitely sued the
author!"
This
fantastic story has been inciting the public interest for nearly two weeks as
the key actor in the case is not any person but the leader of a party that is
participating in the authority and a national deputy with two mandates in the
Parliament. Nevertheless, this is obviously not obstructing the author of the
text, reporter Mirka Velinovska, who went as far as inviting National Public
Prosecutor Stavre Dzikov in the last issue of the weekly last Friday to become
officially interested in the whole case. She even expressed her willingness to
be faced in court and present all material evidence she has. However, the case
has obviously not remained unnoticed by the authorities.
"At
the meeting on Friday we agreed to open the case and check the allegations
presented in the weekly START. As of today, we will start investigations and try
to obtain all necessary information," stated for Skopje UTRINSKI VESNIK
Lazar Katrandziski, deputy public prosecutor in charge of monitoring the daily,
the weekly, and all the other mass media. According to him, this is a usual
practice and method in the work of the prosecution, which, "upon a news
spread in the public," is trying to check the allegations presented in the
mass media.
"We
will try, in the usual procedure through the Ministry of the Interior, to take
statements from the author of the text and from the person that the allegations
are referred to. Following this, we will make an official report and decide
whether there are any foundations for a further procedure," Katrandziev
said in the end.

daily in the Albanian language FAKTI claims that a businessman from Tirana Arben
Dzaferi is the real owner of the bank account on which the U.S. Company
"Brown and Root" had deposited over DEM one million.
So,
the daily denies the allegations of the opposition weekly START that DPA leader
Arben Dzaferi had received this money for the "destruction of
Macedonia." Skopje FAKTI attacked Skopje START for intentionally
publicizing unchecked information with the aim of incriminating DPA Leader.
Under the same topic, the daily publicized the editorial entitled "Lie as
Code," as well as a commentary entitled "The Third Serbian
Offensive."
"The
epochal discoveries of the Macedonian press seem quite pro-Serbian, particularly
of the press that cannot sell a single copy, if there is not on its cover page
something like: an Albanian killed, sold, bought, cheated, threatened...."
However, this narrow maneuvering space and amateurism of the ordered allegations
bring to the light an unavoidable truth: Serbia is really be-headed if it is
defended in Macedonia by Mirka Velinovska from Skopje START and Dragan

CLEAR THE CASE

leader Arben Dzaferi stated for Skopje DNEVNIK yesterday that he had found out
from the mass media that there was a person with the same name and surname in
Tirana, whom he had never met.
Dzaferi
claims that he ha never had a contact with "Brown and Root." He
believes that the whole affair about the alleged payment of over DEM one million
on his bank account in Tirana Alfa Credit Bank, for which he accused Skopje
weekly START, was aimed at removing him from the political saddle and creating
an aversion towards the United State.
"The
most important of all is that the United States and not I was the target of the
lie. Some people in Macedonia wish to create an aversion towards the United
States by presenting it as the evil, because of which Macedonia should look for
a "happier" solution like China, North Korea, or Serbia. It is a pity
that such things are becoming a manner in Macedonia. I hope that the Company
"Brown and Root," or the representatives of the U.S. Embassy will
react and clear up the case," says DPA leader.
He
believes that this affair is not at all naive.
"However,
nobody can remove me from the political saddle with senseless lies and
insinuations," says Dzaferi.
He
adds that he will clear up the whole case "thoroughly and in his own
way" and that he will find a way to defend himself.
"I
have not said that I do not trust the court. I just said that similar lawsuits
have ended without an appropriate epilogue. The mass media always process my
statements from an extremist corner," Dzaferi explains.
Dzaferi
believes that the authorities should first collect evidence and then ask for
statements.
The
news that "Brown and Root" has paid over DEM one million to a
businessman from Tirana by the name Arben Dzaferi and not to the DPA leader
Arben Dzaferi will hamper the procedure initiated in Skopje General Attorney
Office.
"The
mass media assumptions do not change a thing for us and we will complete the
standard procedure with the purpose of clearing the case," said for Skopje
DNEVNIK Lazar Katrandziski, Deputy General Attorney.
According
to him, this means that Arben Dzaferi and Mirka Velinovska, a reporter of the
weekly START, will be invited to make statements concerning the affair in the
course of net week.
The
weekly START recently published that the DPA leader had received on his bank
account in Tirana DEM 1,050,378 from the U.S. Company "Brown and
Root." The editing house indicted Dzaferi for receiving the money as
compensation for his participation in the "destruction of Macedonia"
and it claimed to possess material evidence for its accusations.
Yesterday,
information on the real existence of Arben Dzaferi the businessman could not be
obtained from Tirana. Unofficially, "Brown and Root" informed that he
was an owner of a company that was making transportation services for them in
Albania for the needs of the KFOR mission in Kosovo. However, this U.S. Company
did not inform about the name of the company of Arben Dzaferi from Tirana.
Sources of Skopje DNEVNIK indicate that the payment of DEM one million on his
bank account is just a part of the total debt that the U.S. Company has to the
businessman from Tirana.

The
U.S. Company "Brown and Root" officially informed that it did not and
that it does not have a cooperation with DPA leader Arben Dzaferi.
"We
believe that the money was linked with his name as a result of the fact that we
had a business cooperation with another person of the same name," the
Company claims.
The
communiquй says that "Brown and Root" is a world's company that
respects all laws and that it is satisfied with the cooperation with Macedonia.
The
explanation of the U.S. Company came after the articles in Skopje weekly START,
which claimed that DPA leader received over DEM one million on his bank account
in Alpha Bank in Tirana.
According
to the weekly, Dzaferi had received the sum as "compensation for destroying
Macedonia." The Editing House intends to publicize a part of the evidence
at its disposal in today's issue of START.
Yesterday,
Arben Dzaferi called "Brown and Root" and the U.S. Embassy in
Macedonia to clear the case. "Brown and Root" was not very willing to
clear the case with more details.
They
even refused to give information about the businessman Arben Dzaferi from Tirana
and his firm. Unofficially, he is the owner of the Freight Forwarder Company
"Jay – Jay," which had cooperated with "Brown and Root"
before and after the Kosovo crisis.
The
U.S. Embassy did not comment yesterday Arben Dzaferi's demand for its
involvement in the clearing the case of the disputed sum of DEM one million
deposited in Tirana's Alpha Bank.

WILL FORM EXPERT TEAM
FOR
ECOLOGY
The
Commander of NATO in Macedonia General John Dermond informed at yesterday's news
conference that NATO had formed an expert group for environment, in which it
would try to include representatives of the Macedonian Government as well.
He
expressed dissent with the reports in the mass media on NATO's deposit of
garbage and its transport via Macedonia.
He
announced that the new KFOR Command in Pristina, composed of officers of the
Euro-Corpus, would pass through Macedonia between 13 and 22 April via Petrovec
Airport.
In
the rear KFOR bases in Macedonia, Greece, and Albania, there are presently about
4,000 soldiers. Their mission continues to be logistical support to the troops
in Kosovo, General Dermond explained. According to him, the SOFA Agreement that
regulates the stay of NATO's forces in Macedonia is also applied for the transit
of the Euro-Corpus through Macedonia.
Dermond
was reluctant to comment the affair according to which the U.S. Company
"Brown and Root" had paid DEM one million to DPA president Arben
Dzaferi. He explained that this Company was in the service of the U.S. military
forces that are operating in a number of countries.
